Horton pulled 227 Houston permits in August 2025 at an average value near that low figure, while the average Perry Homes listing sat at $535,430 the following October. Most of the volume sits west and north of the city rather than inside the Loop. The active new communities in Houston sit along three corridors: the Grand Parkway through Cypress and Katy, Highway 288 running south toward Manvel, and I-45 north into Spring and Conroe. Inside Loop 610 the new construction is infill, a few townhomes at a time, not master planned. That difference decides your tax bill, because a master planned community funds its own water and drainage through a utility district before the county collects anything.
